can someone please tell me what make of car this mirror is from

Approximately '58 -60 Ford, Edsel and Mercury. I had these on a '60 Merc Colony Park wagon. They are available from Ford parts catalogs as reproductions. Very pretty mirrors.

How do you tell the difference between self tapping and regular sheet metal screw? I suppose the screws that came with the mirror are self-tapping, obviously.

You are right ,a sheet metal screw by design is "Self Tapping". But some are more so than others. Some are extreamly pointed and sharp on the end. Other types have an actual drill type point in them before the screw thread start's . Some have a series of slots cut verticaly up the threads that cause it to act as a "Tap" and cut treads. These are regular bolt type threads generaly however,
