brake pedal free play

I recently adjusted the linkage of the "double safe brake system" on my Hornet. Ever since, the brake pedal doesn't come back up all the way. I have to pull it back for the last 2 inches when I use the brakes. Since I have one of those mechanical brake light switches (instead of using the usual hydraulic switch) the brake lights stay on until I pull it back.
Does anyone have a suggestion on how to correct this?

You are missing the return spring that pulls the pedal back, check # 17, it's the spring that does this job, from pedal rod to a clip that is tack welded to the under side of floor board. Picture enclosed, Walt.
