All plugs indicate a very rich air-fuel mixture. It is very possible that the previous professional rebuilderused the wrong jets.

I need some recommendations for a carb rebuilder for my Carter WA-1 749S. It needs the 75-704 jets.

Dave Kostansek sells the kits but I imagine that the jet isn't included. So, if I'm right, Dave may have a jet for sale and you can drop it in yourself and get back on the road. I also suggest that you buy a spare (or 2) WA-1 as soon as you can. They're not getting any easier to find or any cheaper. I have spares of carburetors, starters, generators, etc. and I think that the majority of us do.

If you don't want to tackle the carb yourself; I'd suggest going with Walt.

    This may help you out:
