New User-Need Help With registering Historical car to get on road

I have found this forum in desperate advice /help.
I have a 1968 Cadillac/convertable that I would like to get plates for and put on road and drive it.
Here is the history and problem with the Motor Vehicle Department:
Back in the 60's there were no "titles" to cars (as you are already aware of), only a sign over of the passenger registration. (I am in New York State).
I bought the car from my dad between 1986-88. He bought the car from car wholesalers at the time because he was a licenses car dealer since 1955.
I bought the car from my dad's business. The only paper work I have is Historical Insurance which I've been paying for. My dad, now 85 years old-is willing to attest in court if necessary that he sold me the car and of course a written bill of sale.
I went to the New York State Motor Vehicle Department to register the car to drive it on the road (I need plates/tags). I'd like historical plates.
The people at the MVD were useless-had no idea of how to give me plates without title of ownership. Even though I explained to them there were no titles back then.
The car has been garaged since the 88-I drive it around the block for exercise. All it needs is a new paint job. Before I put my heart and soul and $ for a top notch paint job-I want to drive it on the road-with license plates and start enjoying it.
It has 110K original miles on it and has been in the family since 1976. Runs like a beauty. I really want to drive it.
How do I get historical plates for a car with no title?
My dad of course is willing to give me a bill of sale and, if have to, attest in court that he sold it to me. If we have to go that way, what type of court I don't know or against the state of New York? Can't afford an attorney.
Again, the robotic persons at New York motor vehicle have no idea what I should do to get plates.
Could any one please advise. Without sounding like a downer, my dad is in treatment for cancer, he said as long as "he is here" he will help me in any way he can as the seller of the vehicle. Time may not be on my side.
Please advise. Most appreciated. Thank you. I keep hitting dead ends-but not with the Cady. (LOL)

I do not know about New York but in Calif I got a clear title for my car by going through a lein sale company. They did a lein sale on it and 30 days later I could register my car and get new plates. If I had wanted classic plates the cost was extra.
No lawyers. No DMV runaround.
Maybe that would be a way to do it in New York.

In short (to quote):
If you buy a vehicle, a boat, an ATV, or a snowmobile from another person who is not a DMV-licensed automobile dealer or receive it as a gift, make sure that you receive acceptable proof of ownership.
Bill of Sale: Proof of ownership normally includes a bill of sale.
A bill of sale is not an acceptable proof of ownership without other proofs.
Acceptable Proofs of Ownership
Cars, Trucks and Motorcycles - model year 1972 or older
The acceptable proof of ownership is a NYS transferable registration or the acceptable proof of ownership for that vehicle issued by another state.
NYS does not issue title certificates for 1972 and older vehicles. NYS DMV normally issues a transferable registration for proof of ownership for a 1972 or older motor vehicle. The owner can use the transferable registration to transfer ownership to another person. If the proof of ownership is a NYS registration document, make sure the registration document is marked "transferable" on the front. The person whose name appears on the proof of ownership must sign the transfer section of the proof of ownership.
Different states issue different documents for ownership and transfer of older vehicles. To make sure that an out-of-state document is the acceptable proof of ownership, contact the DMV in the state that issued the document.

That's the problem-we don't have the transferable registration card.
At the time, my father was a licensed car dealer who bought it from the car wholesalers in 1976.
I bought it from my dad in 1986. Because there were no titles to cars of that year-he just gave me a bill of sale.
Because the car was purchased from "car wholesalers", also dealers, (my father was a re-saler)- they gave us what is called an MV-50-their proof that they sold it to my dad. No title, no tran. reg (wholesalers didn't have them).
So, all I have is a 68 Cady, with historical insurance I've been paying, and my dad who is willing to write another bill of sale.
I've had the run around from NY DMV.
Any other suggestions? -

im sure theres some kind of "lost title company" that you could google
