49 Packard rear fender skirts

Hi all I recently purchased a1949 Packard 4 door sedan. Do I have to remove the rear fender skirts to change tires, or to put on hub caps? I can not figure out how to remove them, one looks like there may be all thread bolts holding it on and the side looks to be rivited. I would sure appreciate any info. Thanks much

There should be a bolt at the rear of the skirt, remove that bolt and the end will drop down and the skirt will come out. Good luck
