1967 chevelle headlight replacement

Can anybody help on this situation. I have a 1967 chevelle with T3 headlight bulbs. I deceided to replace with halegon bulbs and I can not seem to get the headlight bezel lose. I removed all the screws around the grill section/headlight bezel and it won't budge. There seems to be a fiber type piece on the bottom of the bezel trim which I do not know if that is holding it. am I missing something, shouldn't it just come off after removing the screws. I don't want to damage anything.
