What's is the right price for a 37' Buick 90L ?

Hi there !
I am a french newbie in this forum and US classic cars enthusiast (69' Mercury Monterey Station-wagon, and a 93' Buick Park Avenue as daily-driver)
I found a few days ago the very car of my dreams, as a 38' Buick 90L !
I can't stop loving its looooong wheelbase and its loooooong 320 ci straight 8 and its wonderful body (yes, i am just talking about a car )
As a good ol'american iron made car, there are just a few rust stains (rear door, and trunk door) that need sheet metal working.
Its motor is known to run, but i did not drive it myself, because of the loss of the electric starter.
The upholstery also needs to be restored.
In fact, i will offer this car a full frame-off restoration...
What's the best price i could pay for such a car ?
The seller asks $12,000 (€9,900) for it, do you think he's a reasonable guy ?
For information, prices are about the same on both sides of the atlantic ocean...
