Would anyone know how to alleviate a blow-by problem with a re-built engine that might not have been broken in completely?

How many miles on it so far, and was the block rebored?

1500 miles and yes it was re-bored . The miles were put on over a period of 10 years

Sound like the rings haven't seated yet, probably needs to be driven a, lot more at varying speeds between 25 & 60 mph.

When braking in a new engine it's appropriate to drive it with a goal to acheive some speed and then let your foot off of the accelerator for a period of time, (perhaps three or four seconds) and then re-accelerate again. Repeat this frequently at first, and then occasionally after that until the motor has at least a couple of hundred miles on it. The period of acceleration wears the new rings in and the period of deccelration splashes the cylinder walls with fresh oil.
