power brakes 64 Montclair

Looking for some advice on brake problems. The power brakes on my 64 Mercury Montclair (390) are not working. The master cylinder is new, I suspect that the brake booster is not working (I have to really stand on the brakes to make it stop).
There are two hoses that plug into the manifold on the brake booster; only one of them has vacuum. Is this normal? If not, then I suspect that the lack of vacuum in the one hose is the cause of the faulty brake booster.
