Speedometer lighting

Anyone had experience with speedometer lighting? Installed new bulbs (system is 12V) in clock and speedo and changed rheostat. Still can't see speedo needle at 60, Can see OK at up to 40 and is lit again at 70. Understand there are some sort of baffles for lighting in the instruments? Thanks, Walt
