Brake Drum 'Dust Shields'?

I got curious while removing the rearend from my 'tan' 1946 Hudson pickup yesterday. Noticed the brake drum had what appeared to be the remnants of some type of cover over the the lip of the brake drum, where it meets the backplate.
I had taken the tires off the rear, and was disapointed with what appeared to be the condition of the rear drums - very rusted/rusty, but painted-over. So very much rusted around the perimeter that I thought the drum was beyond use. Well, when I got the rearend off (will be replacing it with a later rearend, with a more highway friendly gear ratio), it jarred part of what I thought was the drum loose - and I found that it was the rusted-out lip was most likely just a pressed-on moulded sheet metal piece (?).
Took a look at the online documentation, and found something called brake drum dust shields, for both 10" & 11" brakes (?)...
Is/was this an afterthought? A cosmetic piece, to keep brake dust off the wheels/tires?

They all came with them. It was a brake drum dust shield. Most of them rotted away.

Thanks for the verification. When I initially saw the drums, I thought they were aftermarket, replaced at some point. Do not have them on my other trucks...

They also searved as vibration dampers , simmilar to some newer cars that put a spring around the drum. You will not suffer any by not having them,

They probably helped disapate heat as well...

It was just one of the little things Hudson did to make thier car just a bit better than the one next to it,
