This was in a box of Hudson parts for the 37 Terraplane I am working on. Never seen any like it.

That looks like one of the "Left Foot" add on pedals to me. The flattened rod would have clamped to the existing pedal. I have sold some simmilar items ,none just like this but same idea,

The only thing, the rod goes to the right, not the left as it would need to I think if you were using your left foot to accelerate.

No there is a piece missing that went over to the gas pedal. you would then have "Two" gas pedals . The regular one and another one to the left of the clutch,
