Did you get to see the real 48 wagon that was shown at the national in indiana a few years ago? Guy built it from the drawings the factory had but never built,

It looks like these are all custom kits to change the existing model? Is that right?

That is correct. People make new shells and appropriate trim to substitute in order to create a model thats not in production. You have to buy a model kit to buy as a donor for all the other pieces and/or fab your own depending on how complex the conversion is. This is also a popular option for re-building obsolete vintage plastic models using a modern donor as well.
