Temperature Gauge Doesn't Move

Got this '51 Coupe recently. It actually has been completely rewired
professionally. However the temp gauge stays at 'H' all the time.I actually removed the gauge to see if it had a problem and when it appeared to not have one I attempted to put it back and it broke.(the pointer). So now I bought a new one and got it in this time.With the ignition on, the needle does not budge from H. There is juice going to the gauge from the dual terminal sending unit on the driver side head. The other side also has juice. (By the way, in this setup where does the juice originate?Where do the sending units get powered from?)This may seem elementary but I'm somewhat new to flatheads.
Must I replace both sending units or is there a way to test them?
I just installed two new thermostats and the heater blows warm air.
Is the gauge supposed to go to cold as the ignition is turned on similar to the fuel gauge which moves as soon as it is powered up?

The sending units complete the circuit to ground. If the engine was a little warm, the sending unit(s) would allow some of the current to go to ground, thus moving the needle off of "Cold". The warmer the engine gets the more current the sending unit(s) allow to ground. If the ignition is on and both of the sending unit leads are detached the needle will remain on "Cold". If not, one of the wires is shorted. Next, connect leads to the sending units one at a time and see which one makes the needle rise to "Hot". That will be your culprit.
