Fuel Pressure Regulator Question - Part 2

Thanks to everyone who has responded to my first thread on this subject. Most of the responses have a common theme, that the float levels may be too high. My question on this is if the float levels were too high, wouldn't the car have a tendency to flood or be hard starting? Hot or cold the darn thing starts right up.

I am also in a quandry about setting the timing using a vacuum gauge. One gentlemen recommends it, another says no. Both of these folks are very knowledgable and yet have contradicting opinions about vacuum timing. ? ? ?
(You won't see their respoonses here as this was done by email)

I may have erred in testing the vacuum. What I did was insert a line between the vacuum/fuel pump and the intake manifold. I was told by email to disconnect the line from the fuel pump and hook the gauge up directly to the intake. Will do that today.

For those who asked, I have the 4 speed Hydramatic, stock rear end and the Clifford header has no heat riser.
