Can anyone ID this old tool?

I got this in a batch of Ford tools from before WW11.. No numbers or mfg marks that I can find.. Model "T" era? There is a small indicator that seems like a "torque" scale. Two springs of greatly different compression rates and two scales. ?? Looks like something to set tension on cables?? But how?
