anyone know what this gizmo is?

a friend is looking for a stepdown hudson..being a '35 t-plane owner, i am only familiar with the early to mid '30's hudson products. i have steered him towards the club..but in the mean time he asked me about this round gizmo is sticking out the passenger window on this step down. any one know what this is, and if so, will you tell me? thanks. regards, tom

What is hanging on the window is a water cooler before air conditioning was available. As the car drives down the road the incoming air is cooled by the water as the innerds spin blowning cooler air into the car.
