1941 Packard fender

I picked this NOS fender up a while back from an old body shop inventory -- is it a 41 Packard fender ??

May very well be, has the trough on top for the parking light assy. Not for a Clipper and based on the length, I'd say it was for a 110, or 120 series car. That would be for the 6cyl or the small 8cyl. Right now, it's anybodys guess!
