Lookie here chevy guys,VERY RARE

This belongs to a buddy that wants me to sell it for him . It is authenticated as a genuine 1940 Chevy accessory item . Bar in small circle is like a spinner , turns within the circle . As you see it needs a total rebuild , very rare as I've never seen one on a car and I'm 74 , grew up with old Chevys all around me .

I've seen a few of these at shows or AACA meets that I have judged at.
I think they are very cool looking wheels and if I had an older Chevy, i'd want it.
