Engine # / ID number on old registration....

Hello all, hope this finds you doing well.
I'm running into a small difficulty in getting my '53 Starlight registered... I've got the "pink slip" along with the last registration from 1963. Problem is, in CA, since the vehicle hasn't been tagged in the last 10 years, it's not in their system, and has to be verified, which I can do by having a police officer come out and match numbers and info from the pink slip with the numbers and info for the car. The "Engine or ID Number" listed on both the pink slip and registration is the number 1029267 I cannot find any number on the car that matches this number. All other info on the paperwork matches... Year, wheelbase, model code, license plate number that was on the car when I acquired it...
I have searched all over the car and can't find a corresponding number... Anyone familiar with this string of numbers and where it might be found?

Is there a tag on the front door pillar?
The Champion series Starlight engine numbers stated at 1004001
The engine number is located on a boss on the top of the engine.
I have found numbers stamped on the frame member that runs across the back near the rear bumper.

yup... plate inside door driver door on jamb reads GI2I8806
on the cowl under the hood there's a plate that reads
14G-C5
3082
That's all I can find other than an engine number on the block under the oil filter side that reads 524807-6.
I'll look again for a number on the top of the engine.

G - 1218806 is a Champion built in South Bend.
(G - 1197501 to G - 1270324)
14G = 1953 Champion
C5 = Regal 2 dr. Starlight coupe - 5 passenger
3082 is body number.
Champion engine numbers were located on the top of front of the cylinder block next to the oil filler tube mounting.
I wonder if the engine was changed and the registration wasn't?
I'll try to contact my friend up in Chicago and see what he says.
