1949 pontiac vin decoder : PLEASE HELP a new restorer

I just purchased a 1949 Pontiac streamliner fastback 4 dr silver streak super straight eight engine car for possible restoration. Upon buying the car cheap enough AT LEAST AS I THOUGHT, the title reads VIN A8BA284 even I know that seems odd. I checked the engine block and came up with A8RH7411 on the supposed original engine. The seller says he had the VIN tags redone. and pop-rivited them as required. I checked both tags he redid. Same # A8BA284. I DO NOT THINK THIS SOUNDS RIGHT. Am I getting screwed or is this vehicle wothless. Body in ok to slightly less than ok condition but engine does fire over. needs lots of restoring. :eek:
