Caddy flathead overheating

I'm restoring a 38 Limo and overheating probs are slowing everything down. Background is that I bought the car in Calif. and drove it home to Okla. No problems but vapor lock. Had two Vintage Air units installed but nothing was done internally to engine though the shop had the car for two years. On the way home the first thirty miles were uneventful but then the fan belt (as well as water pump, obviously) got thrown. Engine overheated, let it cool down, drove 15 miles, engine overheated, towed it home.
Now we can't get the overheating problem solved. New thermostat tested and installed, recovery tank, three(1) electric fans installed, radiator core pulled, cleaned and tested, restrictor plate installed thinking maybe water was flowing through radiator too fast, etc.
The only thing that changed since the cross country trip was the engine overheated twice and the pulley size increased very slightly (doesn't seem like enough to cause problem.) It overheats in 10 miles of highway driving with no A/C running; temp just goes straight up to "too hot."
I've heard maybe rust in water jacket has fouled passages but how would I flush it? I don't want to pull the freeze plugs and not be able to seal them again.

Caustics as a cleaner can cause damage , I don't recomend them . Have you checked for bubbles in radiator to indicate a blowed gasket ? putting in new freze plugs should not be a problem , put some aviation gasket sealer on them to take care of any tiny pits . I would try just useing some steam directly to the block , every place you can enter,to loosen things up and FLUSH _FLUSH before putting plugs back in . BUD
