Holley not working on my engine

I am restoring 1978 w200 with a 360. I just put a holley 600cfm double pumper with mechanical secondaries and manual choke. The problem I have right now is with the choke closed the engine will start but then proceed to rev higher and higer until I shut it off. With the choke open it will run the gas you pump into the carb and then die immediately after. The throttle isn't binding anywhere and I have backed the idle and fast idle way back but yet it either revs high or doesn't run. The truck has been sitting for 6 years and there is a little bit of gas left in the tank. I added some seafoam to the tank and put in 6 gallons of fresh gas. Any help would be appreciated.

Yes it is it's at about 7 lbs of pressure. I've got a fuel pressure gauge hooked up to the fuel line.
