Are you able to engage the gears if the engine is off?
If so, I would guess that either the linkage is in need of repair or the clutch is not adjusted properly

If i'm understanding the problem correctly, it sounds to me like a pilot bearing problem,( worn-out, to small, not properly seated, inputshaft worn/rough, etc.). Possible bad input bearing on trans or pocket bearing between input and output shafts. Pocket bearing would typically case problems after car is moving.

I would start by checking the plastic bushings in the shift linkage also the bearing/bushing in the end of the steering column. They were notorious for causing the shifter to hang up when shifting. They are replaceable from the Chevy dealer and are not very expensive. I used to have to lift the hood and align the shift rods until I figured out about the bushings.
