New to the site...53 flathead in a 31 woody

I am helping my friend across the street with this project. He bought a 31 Ford and we cut the body off to make a woody. He also bought a 53 merc flathead to replace the 4 banger.
Just ran a compression test on the motor and we have a dead cylinder. All the rest tested about 90lbs and one had a little oil on the plug. The oil and the dead cylinders were on the same side. Do we need to rebuild all the cylinders or just look at putting rings and a hone on the two bad ones?
I know nothing about the flatheads but I am learning every day. -

This is not the time to cut corners.
